4th Hokage - Get Hokage rank on ALL 400 missions.
After unlocking, they must be purchased in the shop. The following characters can be unlocked by performing the actions below. If you have a Naruto Shippuden: Clash of Ninja Revolution 2 data on your Wii you'll receive a 50,000 ryo bonus when starting Revolution 3.
